Comdial Corporation, headquartered in Charlottesville, Virginia, developed and marketed sophisticated communications solutions for small to mid-sized businesses, government, and other organizations. Comdial developed the Avalon solution for Continuing Care Retirement Communities and Assisted Living facilities. With the sophisticated Avalon software, care facilities could provide telephone service and voice mail directly to residents, and also integrate the facility's emergency call system with the telephone service. This made it easy for staff to receive resident calls made from a variety of sources, including pagers and wireless phones. The Avalon system recorded every resident request for assistance and the response time; it then generated reports that could aid in planning and lead to improved service.

The orginal plan for Avalon was designed with both residents and property-owners in mind. The Avalon system combined leading edge telecommunications hardware and software with on-line facilities management. Avalon helped to assure security and safety by automatically alerting caregivers of an alarm condition. Should an assisted living resident activate a pull cord alarm, dial 911, leave a telephone off-hook, or should a smoke/fire alarm become engaged, an alphanumeric message is immediately sent to the displays of wireless terminals worn be caregivers. Simultaneously, the display messages are sent to the business phones of selected administrative personnel. The display message shows the nature of the alarm, the location where the alarm originated, and the name of the occupant. If there is no response within a pre-determined interval, the alarm escalates to the next level of caregivers. The alarm condition and response time are recorded at the attendant position, from which management reports can be generated. In addition to its substantial security advantages, when equipped with VVP voice processing systems from Comdial subsidiary Key Voice Technologies, Avalon can also provide residents with their own voice mail boxes. For property owners, Avalon offers important marketing advantages over communities not so equipped and its centralized administration from user-friendly screens simplifies employee training. 

In 2001, Fidelity TeleAlarm, LLC, (a Fidelity Group Company headquartered in Reading, PA, that markets wireless healthcare communications systems in the United States and Canada) and Comdial Corporation announced an exclusive agreement to provide Avalon Communications systems to the Healthcare Market. This was where Avalon stayed untill Fidelity Telealarm was sold to Bosch in 2006.  Avalon branched out to make its own company and Avalon Technologies LLC was opened in Charlottesville VA. 

SafetyCare Technologies LLC was founded and opened in Reading, PA in 2007. In January of 2012 SafetyCare expanded their Nurse Call operations and product lines with the acquisition of Avalon Technologies, LLC. The Avalon Software Package replaced SafetyCare's former NurseCall Package called TAMS (TeleAlarm Management Software). Avalon was then relocated to Reading, in the same facility as SafetyCare.

 In Dec of 2014 , SafetyCare Technologies decided to close their doors. The dispatch side of SafetyCare was went to Legacy Security Systems Inc. The facility sales and service portion of SafetyCare went to Home Guardian, LLC. Home Guardian was founded by two former SafetyCare employees. With their previous knowledge of the Avalon Call System, SafetyCare management thought they would be the perfect candidates to carry on the Avalon Call System.
